聂建华，男，出生于1960年8月15日，籍贯：河北井陉。武警总部政治部文工团著名男高音歌唱家，国家一级演员。现任全国表联常委，中国音乐家协会会员，国际声乐评委。曾师从著名女高音歌唱家张权教授和著名男高音歌唱家柳石明。主打歌曲为《我站在高高的苍岩山上》、《龙舟竞渡》、《三次到你家》、《小河淌水》、《草帽歌》等。
