程桂兰，中央军委政治工作部歌剧团女高音歌唱家，歌剧表演艺术家，国家一级演员，专业技术三级，文职一级。曾担任原总政歌剧团业务副团长和艺术指导职务，中国民族声乐艺术研究会常务理事，中国曲艺家协会军旅艺术委员会主任，第八届全国青年联合会委员，中国音乐家协会、中国曲艺家协会、中国戏剧家协会会员，享受国务院政府特殊津贴。在四十七年军旅生涯中，荣立二等功1次，三等功5次，被誉为德艺双馨的军旅歌唱家和舞台上不老的艺术常青树。
